This is a solid brass casement window adjuster used on old style wood casement or awning windows. The bracket on the end of the brass rod attaches to the bottom frame of the casement or awning window and slides through a brass mechanism mounted on the window sill as it is opened. To hold the window open at any given point, the knurled knob on top of the brass mechanism is tightened and the rod and window is then held in place.
